Preamble

We, the people of the Democratic Republic of Satoshi, in order to build a prosperous, innovative society, establish this constitution to harness the potential of technology for the betterment of the world.

Chapter I: the Government

Article 1 - the Government

(a) Branches of the Government - The Government shall be the national government of the Democratic Republic of Satoshi and shall consist of a legislature, executive and judiciary branches.

(b) Duties and Powers of the Government - The Government shall have the duties of:

Regulating the currency;
Maintaining foreign relations;
Enforcing and executing the constitution;
Maintaining, proposing and questioning legislation;
Regulating domestic trading. These duties shall be divided between the legislature, executive and judiciary branches in this document.

Chapter II: Legislative

Article 2 - the Legislature

(a) Powers of Legislature - Satoshi’s legislative powers shall be vested in a unicameral parliament, whereby the chamber is named the National Assembly.

(b) Appointment to the National Assembly - Members of the National Assembly are elected by the citizens of their constitutions, which occurs yearly.

Proposing the National Budget
Representing their constituents

(d) Rights of the National Assembly - The National Assembly’s powers are:

Proposing and voting on new legislation
Evaluating existing legislation
Introducing motions of no confidence

(e) Introduction of legislation - Any Member of the National Assembly may introduce new legislation, whereby a majority of the National Assembly must vote in favor of the passing of the legislation and the approval of the Grand Miner President for the legislation to be ratified.

Article 3 - Members of the National Assembly

(a) Seats of the National Assembly - The National Assembly shall comprise of no less than seven seats. Each seat shall represent a constituent.

(b) Number of seats of the National Assembly - Each constituent is represented by no less than one seat in the National Assembly, whereby constituents can be entitled to more seats following a vote from the previous National Assembly and approval from the Grand Miner President at the behest of the Grand Miner President or a Member of the National Assembly.

(c) Vacancies in the National Assembly - Members of the National Assembly may resign their seat without providing a reason. If a vacancy happens, the Grand Miner President must appoint a new Member of the National Assembly.

(d) Expulsion of a member of the National Assembly - A member of the National Assembly can also be expelled through a motion of no confidence, whereby a majority of the National Assembly must vote in favor of the expulsion, and the approval of the Grand Miner President is needed for the motion of no confidence to pass.

Article 4 - Speaker of the National Assembly

(a) Appointment of the Speaker of the National Assembly - The Grand Miner President must immediately appoint a Speaker of the National Assembly when the election results have been announced.

(b) Rights of the Speaker of the National Assembly - The Speaker of the National Assembly has the same rights and duties as other Members of the National Assembly.

Plan monthly meetings to discuss the parliamentary agenda;
Warm members for engaging in an uncivil manner;
Eliminate members from parliamentary sessions for repeated infractions.

Chapter III: Executive

Article 5 - the Executive

(a) Powers of the executive - Satoshi’s executive powers shall be vested in the Grand Miner President and their cabinet.

(b) Duties and rights of the executive - The executive’s duties and rights are:

Enforcing and executing laws and the constitution.

Article 6 - Grand Miner President

(a) Head of state - The Grand Miner President is the head of state of Satoshi and head of the executive.

(b) Duties and rights of the Grand Miner President - The Grand Miner President’s duties and rights are:

Enforcing, executing and approving laws passed by the National Assembly;
Providing a stable government to the citizens of Satoshi;
Issuing executive orders that follow the constitution without consulting the National Assembly.
Fulfilling the duties listed in the first article of this constitution.

(c) Term of the Grand Miner President - The Grand Miner President serves their term for life. The Grand Miner President term can only end if:

The Grand Miner President dies;
The Grand Miner President resigns.

(d) Elimination of the Grand Miner President - The Grand Miner President cannot be eliminated from their office through a motion of no confidence.

Article 7 - the Cabinet

(a) Appointment of cabinet - The Grand Miner President must appoint a cabinet of citizens of Satoshi who will oversee a ministry of Satoshi.

(b) Ministers - The individuals overseeing the ministries are hereafter known as “ministers”.

(c) Dismissal of minister - The Grand Miner President may freely dismiss a minister from their duty and is permitted to take on the duties of any ministry.

(d) Ministries of Satoshi - The ministries of Satoshi are:

Ministry of Justice - supervises the judicial system and law enforcement;
Ministry of Culture and Education - develops and preserves culture of Satoshi;
Ministry of Communication - manages the online presence of Satoshi;
Ministry of Finance - manages the Treasury of Satoshi and the currency;
Ministry of Foreign Affairs - manages the relations between Satoshi and other states;
Ministry of Internal Affairs - manages citizen affairs and the relations between the branches of government;
Ministry of Science, Technology and Innovation - manages the scientific and technological development of Satoshi.

(e) Formation or dissolving of ministry - Ministries can be formed or dissolved at the prerogative of the Grand Miner President or by a vote initiated by a member of the National Assembly, which requires a supermajority of the members to vote in favor for the ministry to be formed or dissolved and the approval of the Grand Miner President.

(f) Ministerial orders - Ministers shall attain the right to issue ministerial orders provided that the content of the order is in line with the constitution and is within the jurisdiction of the ministry. The Grand Miner President can overrule the ministerial order through an executive order.

Chapter IV: Judicial

Article 8 - the Judicial System

(a) Powers of the Judicial - The judicial powers of Satoshi shall be vested in the General Court and the Supreme Court.

(b) Supervision of the judicial system - The judicial system shall be supervised by the Minister of Justice.

Article 9 - Judges

(a) Supervision of courts - Each court is supervised by judges, who have the responsibility of enforcing the laws of Satoshi.

(b) Appointment of judges - Judges are appointed by the Grand Miner President, who also assigns them to a court.

(c) Dismissal of judges - A judge can be dismissed from the court at the discretion of the Grand Miner President, with the exception that the judge cannot be dismissed while overseeing a trial.

Article 10 - General Court

(a) Duties of the General Court - The General Court deals with all civil and criminal matters and is the first judicial organ a citizen must approach with a legal matter.

(b) Rights of the General Court - The General Court is granted the right to punish individuals for violating the Criminal Code or this Constitution.

Article 11 - Supreme Court

(a) The Supreme Court - The Supreme Court shall be the highest court of Satoshi and hold the supreme appellate jurisdiction.

(b) Justices of the Supreme Court - The Supreme Court shall have at any given moment three judges, hereafter named justices, which are appointed by the Grand Miner President.

(c) Chief Justice of the Supreme Court - The Grand Miner President shall appoint one of the three justices as Chief Justice of the Supreme Court who will write the opinion of the court if the Chief Justice is in the majority and oversees hearings.

(d) Removal of a justice - The Grand Miner President may remove any justice of the Supreme Court, with the exception that the justice cannot be dismissed during an official proceeding of the Supreme Court. The Grand Miner President must immediately fill a vacancy of the Supreme Court.

Chapter V: Subdivisions

Article 12 - Subdivisions

(a) Divisions of Satoshi - Satoshi shall be divided into municipalities and territories.

(b) Municipalities of Satoshi - Municipalities shall be overseen by a mayor elected by the citizens of the municipality and will be entitled to no less than one Member of the National Assembly.

(c) Territories of Satoshi - Territories shall be overseen by the National Assembly and are purely ceremonial. Territories shall not be entitled to a Member of the National Assembly.

(d) Admission of subdivision - New municipalities and territories shall be admitted to Satoshi through the passage of a motion by a member of the National Assembly, whereby a majority of the National Assembly must vote in favor of the admission alongside the approval of the Grand Miner President is needed for the municipality or territory to be admitted.

Chapter VI: Rights and Freedoms

Article 13 - Rights

(a) Attained rights - All citizens and inhabitants of Satoshi automatically gain the following inalienable rights:

The right to vote;
The right to privacy;
The right to a fair trial;
The right to political affiliation;
The right to form a union or to unionize;
The right to peaceful assembly;
The right to work.

(b) Illegality of denial of rights - The government can in no shape or form attempt to deny these rights to its citizens and inhabitants.

(c) Universal Declaration of Rights - Citizens and inhabitants of Satoshi shall also attain all the rights and freedoms laid out in the Universal Declaration of Rights.
